General terms of business – recreation
1. RECREATION
The following sports activities at the locations of the Public Institute Šport Ljubljana (hereinafter: Šport Ljubljana) are included in the recreation:
- ice skating (Hala Tivoli, Dvorana Zalog);
- sauna (Zlati kljub Tivoli, Kolezija);
- swimming (Kopališče Tivoli, Kopališče Kolezija, Kopališče Kodeljevo);
- fitness and guided workouts (Fitnes Tivoli, Fitnes Vič);
- tennis (Tenis igrišča Tivoli);
- golf (Mladinski Golf center Stanežiče);
- athletics (Atletska dvorana Šiška);
- bowling (Kegljišče Bežigrad);
- shooting range (Strelišče Rudnik);
- outdoor sports courts and picnic areas, indoor sports (Center Stožice, Park Tivoli, Park Kodeljevo, Park Šiška, Park Zalog, Park Rudnik, Park Vič, Park Ježica).

Recreation at Šport Ljubljana can be attended by all citizens of the City Municipality of Ljubljana, citizens of the Republic of Slovenia and foreigners (hereinafter in the text: participant). Utilization is possible by purchasing a ticket at the sales points of each recreation, with a gift voucher or gift ticket and with a value voucher. The purchased ticket is loaded onto a digital medium (carrier) or issued in physical form (print).
At the start of the utilization, the participant must provide all the necessary personal data required from him/her for the purpose of inclusion in the system of the particular recreation. By doing so, the participant also accepts the rules of utilization that apply to each recreation and the House Rules at each sports facility, which ensure the conditions for recreation. Both are posted on the notice boards or at the receptions of individual recreations.
The utilization of each of the recreations is possible until the occupancy of free places or until the capacity of the individual sports facility is reached. The number of free places or the capacity of the sports facility is stated in the House Rules of each sports facility and on the notice boards at the receptions of sports facilities.
Šport Ljubljana reserves the right to change the recreation schedules.
2. PRICE LISTS
The price of the service includes everything stated in the publicly published valid price lists of Šport Ljubljana. All valid price lists are adopted at the sessions of the Council of the Public Institute Šport Ljubljana (hereinafter: the Council). Each price list states the date when the price list was confirmed at the Council session. The price list is valid from that date onwards.
Valid price lists are posted on the notice boards of individual receptions and on the website www.sport-ljubljana.si/en/.
Šport Ljubljana has the right to change the price lists. All changes are publicly posted on the notice boards of individual receptions and on the website www.sport-ljubljana.si/en/.
3. PAYMENTS
The participant is obliged to provide all the data required by Šport Ljubljana when registering for a particular recreation or when paying for a certain recreation, and to present all documents from which the aforementioned data can be seen.
Upon registration or purchase, the participant pays the full amount of the recreation and receives a receipt (unless contractually agreed otherwise, in which case the terms of the contract apply). Installment payments are possible with credit cards. In some cases, installment payment is also possible with payment cards and cash (fitness). In this case, a signed statement by the participant is required, in which he/she agrees to the terms of installment payment stated in the declaration. Šport Ljubljana reserves the right to discontinue the provision of services if the user does not settle all their installment financial obligations.
If the participant is entitled to a discount when paying for recreation, he/she must also notify the receptionist before payment and state the basis on which the discount is due. Later claims are not considered. The discount calculation is evident from the invoice.
Šport Ljubljana reserves the right to close the facility to the public due to force majeure, adverse weather conditions, technical outages, organized competitions or events, etc. Holders of seasonal/annual tickets are not entitled to a refund in this case.
4. IDENTIFICATION
The participant is obliged to properly identify themselves upon arrival at the recreation each time. Identification is pre-agreed, and the participant is obliged to follow the instructions of each reception. Identification is possible with Urbana, service or membership cards with a photo (in case of using recreation through companies, associations, clubs, etc.) or with a personal document if the participant does not have the aforementioned.
In the case of using recreation through a company, the participant is obliged to identify themselves with a service card and a personal document if the service card does not have a photo. The reception may also check their data through the list of employees, which the company is obliged to provide for the purpose of controlling the utilization. If the participant’s signature is required on the list, he/she is obliged to write his/her name and surname legibly or the receptionist will legibly write the name and surname of the participant.
If the participant does not identify themselves properly upon arrival and in accordance with the above rules, they are not entitled to use the recreation.
5. PROTECTION OF PERSONAL DATA
Šport Ljubljana will handle the data obtained in connection with the implementation of recreation in such a way as to respect the Personal Data Protection Act (Official Gazette of the Republic of Slovenia, No. 94/07 – official consolidated text, hereinafter: ZVOP-1). It undertakes not to use any personal data it may become aware of during the implementation of recreation contrary to the provisions of this law and to adopt appropriate organizational, technical, and logical-technical procedures and measures to protect personal data, prevent accidental or intentional unauthorized destruction of data, their alteration or loss, and unauthorized processing of this data as determined by Article 24 of ZVOP-1.
All acquired and collected data will be used by Šport Ljubljana exclusively for the purposes of implementing recreation. In the case of the participant’s consent, Šport Ljubljana will also use the data to send notifications and current offers. However, each sent message will give participants the option to unsubscribe from sending notifications.
6. GIFT VOUCHERS, GIFT TICKETS, VALUE VOUCHERS
All gift vouchers, gift tickets, or value vouchers (hereinafter: vouchers) of Šport Ljubljana recreation have a stated validity date, by which the individual voucher can be used, and the name of the recreation and location for which the individual voucher is valid. If the name of the recreation and location is not stated on the voucher, it means that the voucher is valid at any sports facility of Šport Ljubljana for any recreation, at the participant’s choice. Each voucher also has the logo of the issuer Šport Ljubljana and a serial number under which the voucher is managed.
Vouchers can be used directly or exchanged for appropriate tickets at individual receptions.
Vouchers can be used in full or for a specific recreation stated on the voucher. Exchange for cash is not possible. If the value of the recreation ticket where the participant redeems the voucher is higher than the value of the voucher, the voucher holder must pay the difference. An invoice is issued for the difference. If the value of the recreation ticket where the participant redeems the voucher is lower than the value of the voucher, a refund of the difference in cash is not possible.
The validity of vouchers can vary, namely:

one year from the date of purchase or issue, or
-
vouchers are valid for a specific recreational season (where seasonal recreation takes place), or
-
three months from purchase or issue (promotional campaigns).
If the last day of the voucher’s validity is a day when the sports facility is not operating, the participant can redeem the voucher on the first working day after the expiry of the voucher’s validity.
Extending three-month vouchers awarded through promotional campaigns is not possible.
Extending the validity of vouchers without justifiable reasons is not possible.
Justifiable reasons for extending the validity of vouchers: Force majeure, health reasons, unforeseen travel (more than a month).
To extend the validity of a voucher, it is necessary to send a written request to the postal address of the sports facility where the specific recreation to which the voucher relates takes place or to the e-mail address info@sport-ljubljana.si. The request must contain appropriate evidence for which the participant believes they are entitled to an extension and a scan or copy of the voucher in question. Each request must also contain the sender’s e-mail or postal address to which Šport Ljubljana can send a response.
Only complete requests (with all the above) will be considered.
Šport Ljubljana will consider the requests and provide a written response to the participant within fifteen (15) days.
In the case of approval of the extension of the voucher for justifiable reasons, the participant must deliver the voucher in question to Šport Ljubljana, which will exchange it for a new one. The validity can be extended for up to a maximum of one year from the expiry date of the original voucher’s validity.
The voucher holder can transfer the voucher to a third party without restrictions. The transfer is made by handing over the voucher. The new holder, by transferring the rights from the voucher, acquires all the rights that the previous holder had.
Šport Ljubljana will refuse to fulfill the obligations from the voucher if it finds that the voucher is forged.
7. FREEZING VALID TICKETS
Freezing valid tickets is only possible with permanent tickets for individuals (monthly, quarterly, semi-annual, annual, seasonal, etc.), but exclusively due to unforeseen factors that would cause the participant’s inability to use the paid recreation.
Unforeseen factors can be: force majeure, health reasons, unforeseen travel (more than a month).
Freezing is possible for a minimum of fifteen (15) days and a maximum of six (6) months.
To freeze a valid ticket, it is necessary to send a written request to the postal address of the sports facility where the specific recreation to which the ticket relates takes place, or to the e-mail address info@sport-ljubljana.si. The request must contain appropriate evidence for which the participant believes they are entitled to a freeze and information about the type and duration of their ticket. Each request must also contain the sender’s e-mail or postal address to which Šport Ljubljana can send a response.
Only complete requests (with all the above) will be considered
Šport Ljubljana will consider the requests and provide a written response to the participant within fifteen (15) days.
8. CANCELLATION OF RECREATION BY THE PARTICIPANT
The participant can cancel the valid recreation ticket before the start or during the recreation due to objective or subjective reasons.
Objective reasons for canceling a valid ticket include: moving to another location, death in the family, and health problems that could prevent the use of recreation.
Subjective reasons for canceling a valid ticket include all other reasons
The cancellation must be submitted in writing in person at the reception of the specific recreation or by registered mail to the address of the sports facility where the specific recreation is carried out or to the e-mail address info@sport-ljubljana.si.
In the case of cancellation of recreation due to objective reasons, the participant is obliged to submit credible documents from which the truthfulness of the objective reasons to which the participant refers will be evident, a scan of the purchase invoice for the specific recreation, and the ticket for the specific recreation if they were physically received upon purchase (depending on the method of issue). After determining the truthfulness or justification of the cancellation of recreation due to objective reasons, Šport Ljubljana will return the approved refund of the payment, reduced by the costs of canceling the recreation, or it can be agreed with the participant to return the amount in the form of a ticket for any other type of recreation managed by Šport Ljubljana if the participant agrees. Exchange for another ticket is possible in the amount reduced by the costs of canceling the recreation.
In the case of a refund, Šport Ljubljana will notify the participant of the refund no later than fifteen (15) days after determining the objectivity of the cancellation of recreation by the participant. The participant receives a refund at the sales point of the specific recreation. If the participant is a company, the refund is made based on the issued credit note and transfer to the company’s current account.
In the case of cancellation of recreation due to subjective reasons, the participant is obliged to explain the reason for the cancellation of recreation in the written cancellation and attach a scan of the paid recreation invoice.
Šport Ljubljana will decide on the justification of the cancellation of recreation within fifteen (15) days from the day of receiving the cancellation from the participant and notify the participant of its decision.
In the case of a positive decision by Šport Ljubljana, the participant has the option to exchange the purchased ticket for any other form of recreation managed by Šport Ljubljana, or the ticket can be frozen for a certain period, but not more than for one year. In the case of exchanging the ticket for any other recreation, the amount of the payment for the specific recreation is taken into account, reduced by the costs of canceling the recreation.
The participant is obliged to send a notice to Šport Ljubljana about the acceptance of the decision within eight (8) days of receiving the notice. If the participant does not respond to Šport Ljubljana within the specified period, the obligations of Šport Ljubljana to the participant regarding the cancellation of recreation due to subjective reasons cease.
Šport Ljubljana will arrange everything necessary to resolve the situation within eight (8) days after receiving the notice of the participant’s acceptance of the decision.
The date of cancellation is the basis for calculating the costs of cancellation.
The amount of cancellation costs is:
- 10% of the price of the paid recreation for cancellation before the start of the use of recreation,
- 35% of the price of the paid recreation ticket for cancellation until the expiry of 1/4 of the validity of the ticket,
- 55% of the price of the paid recreation ticket for cancellation until the expiry of 1/2 of the validity of the ticket,
- 75% of the price of the paid recreation ticket for cancellation until the expiry of 3/4 of the validity of the ticket,
- 100% of the price of the paid recreation ticket for cancellation after the expiry of 3/4 of the validity of the ticket.
9. CANCELLATION OF RECREATION BY ŠPORT LJUBLJANA
Šport Ljubljana reserves the right to cancel recreation no later than one (1) day before the start of recreation. In this case, Šport Ljubljana is obliged to return the already paid amount to the participant no later than fifteen (15) days after the cancellation of recreation or compensate for the loss in another term or with another type of recreation in accordance with the agreement with the participant.
Šport Ljubljana reserves the right to completely or partially withdraw from the recreation program if extraordinary circumstances occur before or during the fulfillment of the recreation program that could not have been expected, nor avoided or removed, and for Šport Ljubljana would constitute a justified reason not to execute the recreation program if the circumstances were known at the beginning of the implementation of the recreation program. Šport Ljubljana reserves the right to change the day and time of recreation due to extraordinary circumstances. Šport Ljubljana does not assume responsibility for changes in the recreation program and prices of recreation if they occurred due to decisions of state authorities or organizations over which Šport Ljubljana cannot influence. Šport Ljubljana cannot assume responsibility for changes in the recreation program due to any force majeure during the implementation of the recreation program. In this case, Šport Ljubljana can enable participants to recreate in a modified form, in accordance with the given possibilities.
Šport Ljubljana will inform users about the cancellation or change of recreation with a notice on the notice boards at the receptions of individual recreations and with a publication on the website www.sport-ljubljana.si/en/.
10. HOUSE RULES
The participant is obliged to respect the House Rules of the facility where they attend recreation. In the case of violation of the House Rules, Šport Ljubljana reserves the right to prohibit re-entry for all violators, as well as to terminate the valid ticket without the possibility of a refund for the unused part of the ticket of the violator.
The participant must follow the instructions and guidance of Šport Ljubljana staff. In the case of a violation of the House Rules, the Public Institution will impose a sanction according to the severity of the violation. The sanction for a minor violation of the House Rules is a ban on entering the institution’s facilities for a period of one year. The sanction for a serious violation of the House Rules is a ban on entering the institution’s facilities for a period of five years.
Minor violations of the House Rules include, but are not limited to, non-compliance with instructions from the Public Institution’s staff, causing noise, disturbing other visitors, or failing to meet overdue obligations to the institution.
11. HEALTH REGULATIONS
If a certain health condition is mandatory for a particular type of recreation, the participant must respect it. Also, if the participant has any health problems, they must also report this to the staff at the location where the specific recreation is carried out. Šport Ljubljana bears no responsibility for the participant’s different behavior.
12. LOSS OF PERSONAL ITEMS DURING PARTICIPATION IN RECREATION
Šport Ljubljana is not responsible for the loss or theft of personal items, valuables, and money of participants during their participation in Šport Ljubljana recreation.
13. ORAL INFORMATION
Oral information that the participant of a particular recreation receives at the receptions of Šport Ljubljana recreation or at information points does not oblige Šport Ljubljana more than written rules, instructions.
14. INSURANCE
Accident insurance is not included in the recreation, which means that participants must conclude an insurance policy for accident insurance themselves.
Šport Ljubljana is not responsible for damage cases of participants in recreations, as the participant voluntarily registers for recreation, thereby accepting the increased risk of a possible damage event.
15. PUBLICATION AND VALIDITY
The general terms of business are published on the website www.sport-ljubljana.si/en/ and on all notice boards at the receptions of recreations and are thus accessible to participants. In the case that a special contract is concluded with the participant, the provisions of the special contract apply.
The general terms of business come into force on the day of publication and are valid until revocation or amendment or supplement.
Any disputes between Šport Ljubljana and the participant will be resolved amicably. Otherwise, the dispute will be resolved by the competent court in Ljubljana.

TERMS OF USE FOR PICNIC AREAS AT RIC SAVA
Reservation of the picnic area and additional offers can be made in two ways:
- through the online reservation system (credit card online payment)
- in person at RIC Sava in Caffe Plaža (payment in person upon reservation).
Upon picking up the picnic area, it is necessary to pay a deposit for cleaning, the collection of keys, and grill netting in the amount of 50,00 €, which will be refunded if the area is cleaned and the items are returned by the end of operating hours.
The rules for using picnic areas are as follows:
- Destruction of picnic areas is not permitted.
- It is not allowed to disturb other visitors and animals with noise.
- Animals are not allowed to be fed.
- The use of confetti is prohibited.
- The picnic area must be cleaned up after the picnic and left 15 minutes before closing, and the keys must be returned to Caffe Plaža.
- Trash must be disposed of in large containers by the main parking lot.
In case of non-compliance with the rules, your deposit shall not be refunded!
Regardless of the method of reservation or payment you choose, payment is required for the reservation. In case of cancellation of the reservation (exclusively in writing to info@sport-ljubljana.si) at least 4 working days before the reserved date or in case of bad weather, we offer you an alternative date. According to Article 135 of the Consumer Protection Act, refunds are not possible.
If you begin using the picnic area and the weather conditions change during use, resulting in an early conclusion of the picnic, a refund is not possible. The risk of changing weather conditions is borne by the buyer or user.
According to the fifth paragraph of Article 135 of the Consumer Protection Act (Official Gazette of the RS, no. 20/98, 25/98, 23/99 – ZSVP, 110/02, 51/04, 46/06 – Decision of the Constitutional Court, 126/07, 86/09, 78/11, 38/14, 19/15, 55/17 – ZKolT, 31/18), the consumer does not have the right to withdraw from a contract concluded remotely or outside the business premises of the Public Institution Sport Ljubljana.
The Public Institution Sport Ljubljana, Celovška cesta 25, 1000 Ljubljana, in accordance with the provision of the third paragraph of Article 32 of the Act on Out-of-Court Settlement of Consumer Disputes (Official Gazette of RS, no. 81/2015) informs its clients, customers, and website visitors that it does not recognize any out-of-court settlement provider for consumer disputes (IRPS).

In the case of photographing at reception desks, the Public Institution Sport Ljubljana uses photographs solely for the purpose of user identification and verifying the purchased ticket.
The Public Institution Sport Ljubljana collects and processes personal data based on prior voluntary, explicit, informed, and unambiguous expressions of will or consent from individuals, informing them that they can withdraw their consent at any time and request the permanent deletion of their personal data, through confirming forms or statements obtained:
- upon registration for a specific sports activity,
- by signing various application forms for recreation,
- by filling out questionnaire,
- when participating in contests,
- upon registration for various courses,
- upon applying for jobs,
- when using the online services of the Public Institution Šport Ljubljana.
Users of personal data: Public employees in the marketing and sales department or other organizational units of the Public Institution Sport Ljubljana, who are responsible for preparing responses to inquiries and who use personal data for the purpose of user identification and verifying the purchased ticket.
Protection of personal data: The Public Institution Sport Ljubljana protects personal data with appropriate technical and organizational measures, ensuring that only necessary data is processed and kept for the shortest possible time in accordance with the purpose of processing. Employees are regularly trained on legislation in the field of data protection.
Data Processor
The contractual data processors collecting data within the use of the website are Spletnik ltd., Osenjakova ulica 14, 1000 Ljubljana, and Studionaut ltd, Ulica Istrskega odreda 27A, 6215 Divača. The controller and the data processor have defined and arranged their mutual relationships and obligations, including data protection, by written contract.
Disclosure of Personal Data to Third Parties or to Third Countries
The Public Institution Sport Ljubljana does not disclose collected personal data on the website to third parties or to third countries.
Personal Data Protection
The Public Institution Sport Ljubljana implements all necessary legal, organizational, and appropriate logistical-technical procedures and measures to ensure the protection of personal data, either on its own based on legal regulations, bylaws, and internal acts, or through its contractual partners. For this purpose, the Public Institution Sport Ljubljana obliges its providers or contractors to strictly and consistently adhere to legal bases, GDPR, and internal acts of the Public Institution Sport Ljubljana.
Retention Period for Personal Data
Personal data obtained based on consent are processed and stored until the purpose of collection and processing is fulfilled or until the individual’s consent is revoked. An individual can change or revoke their consent at any time.
Personal data collected based on regulations are stored in accordance with legislation governing their collection. Following the legally prescribed retention period, the data will be deleted.
Rights of the Individual
In accordance with regulations governing personal data protection, individuals who have consented to the processing of their personal data have the right to withdraw their consent at any time and request the permanent deletion of their personal data. The data will be stored until revoked. The withdrawal of the use of the email address can be done via the link in each sent email. Withdrawal of the use of other data or requests for permanent deletion of personal data can be made via a written statement addressed to the Public Institution Sport Ljubljana, Celovška cesta 25, 1000 Ljubljana, or via email at info@sport-ljubljana.si. The Public Institution Sport Ljubljana will cease processing the data no later than 15 days after receiving the withdrawal.
An individual to whom personal data relates has the right to access, be informed, complete, rectify, restrict processing, and object (including the right to complain directly to the competent supervisory authority at the Information Commissioner of the Republic of Slovenia: Dunajska 22, 1000 Ljubljana, E: gp.ip@ip-rs.si, T: (01) 230 97 30).
Handling in Case of Violations
In the event of breaches of personal data protection, the Public Institution Sport Ljubljana will immediately take all appropriate measures to protect the rights and interests of the individual, in accordance with applicable legislation and GDPR.
